Instructions
Preheat a skillet over medium heat and add the ground beef. Cook until browned, breaking it apart with a spatula.
Add chili powder, paprika, garlic powder, onion powder, ground cumin, salt, black pepper, and water to the skillet. Stir well and let simmer for 5-7 minutes until the mixture thickens slightly.
In a saucepan, melt butter over medium heat. Whisk in the flour and cook for 1 minute.
